This is a water tank. Chicago's skyline used to be dotted with them all over the city. They are a remnant of the Great Chicago Fire in 1871. Not so many left now - estimates in 2006 ranged from 144 to 178. There is a great article from the 26 July 2006 Chicago Tribune if you would like to read more about them.
